Call for Nominations for the National Officials' Committee (NOC) - nominations due Feb 15/11

  As past chair of NOC, I have been appointed to chair the nominations sub-committee to fill NOC appointments for the term April 1, 2011 to March 31, 2013.  Please note that one position will be for a one-year term only.  This note is a Call for Nominations, and a request for your assistance in identifying worthy candidates and encouraging them to let their names stand for nomination.  As of March 31, 2011, the following positions will be open for new appointments, or re-appointment of the incumbents: 
  • NOC Chair (incumbent is Keith Newell)
  • Vice-chair Meet Assignments (incumbent is Jane Edstrom)
  • Vice-chair Mentoring (incumbent was Bud McInnis)
  • Vice-chair Awards (incumbent was LeRoy Washburn) 
At this time, Keith Newell and Jane Edstrom have indicated their interest in standing for re-appointment while Bud McInnis and LeRoy Washburn have indicated otherwise.      Nominees should understand that re-assignment of portfolios may take place, depending on the particular skills and interests of the candidates appointed.  Candidates must be available to attend two (2) meetings per year, in April and October, if appointed.  Both meetings run from Friday noon to Sunday noon, normally the 3rd weekend in the stated month.     Below you will find: **    (1) Nomination Criteria **    (2) Description of each of the NOC portfolios  **    (3) Nomination Form, which must be completed for all nominees, including incumbents   Completed nomination forms should be returned to me, and must be postmarked or e-mailed dated no later than February 15, 2011. ** (1) Nomination Criteria

  • Nominee must be an Athletics Canada member in good standing
  • Nominee must be an active, registered level 4 or 5 official
  • Nomination must be submitted by the published deadline on an Athletics Canada Committee Nomination Form (deadline to be determined by NOC Chair in consultation with Management liaison, based on meeting date of Board, normally in January/February time frame)
It is the intention to recruit or accept nominations from individuals who have no other conflicting athletics loyalties.  To this end, branch officials’ chairs will not be considered for appointment. Notes:  1. In practice, this means that a nominee who is a branch officials’ chair would be recommended to the Athletics Canada Board for appointment to NOC, on the understanding that:
  • he/she would have to resign from the position of branch officials’ chair by March 31 of the year the NOC appointment takes effect
  • the NOC appointment would be conditional upon the resignation taking place.

** (2) Description of NOC Portfolios

Position Responsibilities
   
Chair coordinate activities of NOC; coordinate planning and conduct of NOC meetings; oversee NOC budget; liaise with AC and other bodies as required; represent NOC at AC meetings; administer IAAF’s TOECS; other duties as required
   
VC Communication foster communication between NOC and its constituents; coordinate the preparation, editing, publishing and distribution of newsletter NOC NOC; maximize use of new technologies in providing information on NOC programmes, policies,  etc. to officials; liaise with other NOC members re editing, formatting, presentation of NOC materials; other duties as required
   
VC Directory and Upgrading maintain and update Directory on ongoing basis; receive and vet upgrading applications against current Upgrading Criteria; chair upgrading sub-committee and advise branches and officials of upgrading results; recommend updates to Upgrading Criteria; other duties as required
   
VC Meet Assignments coordinate and track selection and movement of officials for out-of province travel to national championships and to international meets in Canada; ensure proper staffing levels at championships; monitor championship travel budget; liaise with NOC Chair in selection of officials for international travel; coordinate designation of N/NC meets prior to NOC meetings; liaise with VCs Officials’ Development re clinicians and mentors; other duties as required
   
VC Awards, Retention & Recruitment coordinate awards and recognition programme (Official of the Year, Wall of Honour, level 3 pins, years of service pins, 50 year award); chair awards sub-committee; develop strategies for recruiting and retaining officials; coordinate junior development initiative; assist branches in developing incentive programs; expand marketing and sponsorship opportunities; other duties as required
   
VC Officials’ Development – Mentoring, Clinics & Education (TWO POSITIONS) coordinate the training of mentors and clinicians; maintain a database of certified trainers, certified mentors and clinicians; maintain a database of national clinics held and officials successfully completing such clinics; facilitate networking among trainers, clinicians and NOC; maintain mentoring materials; liaise with branches re their needs for mentoring for upgrading purposes; oversee the ongoing appropriateness of clinic format, manuals, assignments and exams; convene and chair NOC sub-committee on rule interpretation, as required; coordinate scheduling of nat’l clinics; liaise with VC Meet Assignments re clinicians at nat’l chps; other duties as required
