HARRY JEROME SCHOLARSHIP AWARD
This award is administered by BC Athletics and financed by the
Vancouver Foundation. The regular competition for this award will close
at 4:30pm on the 3rd Friday of May each year (May 21, 2004).
Eligible applicants must be residents of British Columbia and
matriculating students progressing to full-time post secondary study.
Scholarship(s) will be awarded to individual(s) who: have demonstrated
exceptional ability and show considerable promise in Track & Field,
Road or Cross Country Running (Athletics); demonstrate financial need;
have attained an acceptable academic record and; have demonstrated
qualities of character and leadership.
Award amount is based on available funding from the Vancouver
Foundation.

MARKETING AND COMMUNICATIONS - MEMBERSHIP SURVEY PROJECT
BC Athletics will be developing and running a survey to gain valuable
feedback from its members. BC Athletics staff, board and committees
would like to extend an invitation to all members in the interest and
age groups of the association to submit questions that they feel need to
be asked of its members.
Interest and Age Groups include but are not limited
to those involved in Road Running; Cross Country Running; Track &
Field; Ultra Running; Marathons; Trail Running; Run Jump Throw/Track
Rascals Programs; School/University Cross Country and Track & Field;
Coaching; Officiating; Club Management as Directors/Executive; Event
Organization; Supporting-Social/Fitness Activities; Course/Program
Delivery and Coordination; BC Athletics Committees/Division Committees;
Volunteering for Club and Association events. Any and all ages.
About the BCA Survey
The survey will be a web based survey. There will be a number of
questions that are organized under headings, for example, Road Running
where there could be 1-4 questions underneath. The purpose of this
survey is to gather valuable feedback from the membership. The
information used from the survey will be used for the sole purpose of
BCA and its members to understand how BC Athletics, its Division and
Committees can better understand, position, and continue to deliver
value to the members.
Timing
If you would like to submit questions please ensure that you do so by
May 30/04.
We look forward to both your input into the questions as well as
participation in the survey that will take place over the coming months.

TRACK & FIELD
HERSHEY HARRIER MEETS
The Hershey Harrier All Comers meets will be starting June 15th. The
meets are held Tuesday evenings at the Burnaby Central High School
track.
HIGH PERFORMANCE SECTION ADDED TO DOGWOOD INVITATIONAL
Victoria Track & Field club has added a High Performance 800m and
1500m for men and women on Saturday May 22nd at Centennial Stadium. Race
times are 5:45pm for the 1500m and 6:00pm for the 800m. Category 3
status has been applied for in the case of the 800's pending quality of
field. Contact Brent Fougner - bfougner@uvic.ca
- for entry forms and information. Entry deadline is Saturday, May 15th.
late fee applies after that time. Category 3 status will be determined
Monday, May 17th in the morning so all interested runners are asked to

TEAM SELECTION FOR THE BC JUVENILE/LEGION AND SENIOR T&F TEAMS

The Junior Heptathlon and Decathlon will not be held in Abbotsford at
the Juvenile/Senior Track & Field Championships. They will be held
in Kelowna as part of the Junior Track & Field Championships. The

MIRACLE MILE CELEBRATED AT THE 2004 HARRY JEROME INTERNATIONAL TRACK

Anniversary of the Miracle Mile as part of the 2004 edition of the Harry

HARRY JEROME TRACK CLASSIC - SPECIAL TICKET FUND RAISER FOR CLUBS
To celebrate the Anniversary of the Miracle Mile at the Harry Jerome
International Track Classic and to show off our sport with a FULL
Swangard Stadium, the Achilles International Track Society is offering a
special fund raising program for BC Athletics member clubs. The price of
tickets is $10.00 with children under 12 free when accompanied by an

SFU HIGH PERFORMANCE SPEED-STRENGTH TRAINING CAMP
For the very first time, Simon Fraser University Athletics is
offering comprehensive Speed-Strength Training Camps for serious
athletes who are determined to improve their physical abilities for all
sports. SFU Speed-Strength Camps are set up to provide World Class
training for male and female athletes 14 years and over on a consistent
basis over a four- or eight-week period for a very affordable price. We
keep our groups sizes small so that each camp athlete receives the
highest level of attention. SFU Speed-Strength coaches have worked with

second annual Whistler Cross Country Training Camp.

NEW SUMMER STUDENT AT BC ATHLETICS
BC Athletics is pleased to welcome Kristin Carpenter to our team in
the office this summer. Kristin joins us from the University of British
Columbia where she is enrolled in the Leisure and Sport Management
program, minoring in Commerce. In addition to school, she runs and acts
as the Team Manager for the UBC Cross Country and Track & Field
teams, sits on the UBC Thunderbird Athletes Council, and volunteers with
the UBC Learning Exchange. This summer she will be keeping up the summer
Track and Field rankings and helping with other office duties.

CANADA SUMMER GAMES 2005 - IDENTIFICATION CAMP AND COMPETITION PLUS
OPEN AND JUVENILE COMPETITION
The weekend of July 16-18/04 has been selected as the Canada Games
Development Identification Camp & Competition and Juvenile Age Group
preparation meet.
The BC Athletics Canada Games identification camp and competition
with Alberta is scheduled for July 16-18/04 at the University of
Victoria. The main purpose of this training camp is the continued
identification of athletes who will be preparing for the Canada Summer
Games in 2005. The athletes and their personal coaches will have the
opportunity to meet the team coaches and managers and attend important
information sessions as a group. The weekend will consist of:
- Competition - Canada Games, Open and Juvenile age groups. Athletes
from BC and Alberta.
- Health Screening as part of the Cd Games Team BC Program - The
health professionals from Sport Med BC will be in attendance all
weekend to interview and complete a health questionnaire on each
athlete.
- Technical and Information Sessions on Drug Information (compulsory
for all athletes); nutrition; strength training; mental training;
hydration; skill analysis.
- Barbecue and social -athletes, coaches and officials
It is important that athletes who are training for the 2005 Canada
Summer Games (23 & under as of Dec 31/05) and their personal coaches
attend this weekend camp.
The Juvenile Age Group will also be focusing on the upcoming Legion
National Track & Field Championships and Camp set for August 5-12/04
in Sudbury, Ontario. This is an important opportunity for the Juvenile
age athletes. Both the athletes and their personal coaches are
encouraged to attend this weekend competition.
More information will be posted in the coming weeks.

2004 WORLD JUNIOR CHAMPIONSHIPS - * AMENDMENT TO SELECTION CRITERIA

Due to a lack of flight availability out of Toronto on July 8th to
Italy, the team will be departing from MONTREAL on July 8th (also the
return city). As per the originally posted travel arrangements athletes
will need to arrive in Montreal by NOON. Those athletes requiring
accommodations in Montreal for the night of the 7th are asked to
complete the necessary information on the Declaration form.

annual BC Athletics Calendar of Events. You will be asked to manage and
update this year's 2004 and compile event data for the 2005 calendar. An

BC ATHLETICS PRIVACY STATEMENT AND PERSONAL INFORMATION PROTECTION
In compliance with the new Provincial Government regulations with
respect to the collection, use, protection and retention of personal
information, the BC Athletics Board of Directors has approved (in
principle) the a privacy and personal information statement. This
statement is available on the BC Athletics website under: www.bcathletics.org/main/privacy.htm
The Board of Directors has asked for the following:
- feedback on the privacy statement;
- the nominating of individuals to sit as a three (3) person Privacy
Committee of the Board together with the staff privacy officer Sam
Collier. The responsibilities of the committee would include
assisting in finalizing the privacy policy and the ongoing review to
insure Continued compliance with Government Legislation.

NEW BC ATHLETICS DAY OF EVENT MEMBERSHIP FEE
BC Athletics Day of Event Membership Fee Sharing - New Schedule -
effective April 1, 2004
The BC Athletics Board of Directors reviewed the Executive committee
proposal and alternative proposals from both Maurice Wilson and Frank
Stebner. The Board wishes to thank these members and others who may have
contributed for their ideas and support on this matter.
The new Day of Event fee sharing schedule is as follows:
- The calculations are based on the number of Day of Event Members
entered in your event. (Those who are not registered annual members
[current] of BC Athletics or another Provincial/Territorial, State
or National Athletics Association.)
- To support this BC Athletics provides to all sanctioned event
organizers, a list of eligible members and an update to that list
prior to the event. For those from another province, territory,
state or national athletics association, they should verify
membership with their valid association membership card. If they are
not members of their provincial, territorial, state or national
athletics association then they can become BC Athletics Day of Event
members.
- The new Day of Event Membership Fee sharing schedule is:

- Associated with the new fee schedule is also a scale of
Value-In-Kind Benefits linked to each Step of the new schedule.
The value in-kind or soft benefits component of a new schedule of BC
Athletics Day of Event membership fee sharing would apply and have
benefit for both the Sanctioned Event and BC Athletics/Divisions.
The in-kind benefits to Club/Event Organizing Committee and BC
Athletics (the Divisions of) from sanctioned events are to be linked to
the Day of Event Membership fee retained by the sanctioned event and
that returned to BC Athletics. The guiding principles are:
- that the more retained by the sanctioned event the more the event
can provide to grow their participation and/or quality of their
event; and
- that the more that is retained by the event, the greater the value
in-kind benefits to the association/division within the event.
The following will developed and linked to the steps in the new Fee
Sharing Schedule.
For the sanctioned events the benefits, financial and in-kind
benefits (in addition to the standard benefits already provided) include
and in no particular order:
- an incentive to help grow participation in the event through the
establishment of a new sharing formula for the day of event
membership revenue;
- enabling prize money or enhanced prize money through the retaining
of more day of event membership revenue, based on a new sharing
formula;
- sport promotional information - provided by the association and
put in participants event/race packages;
- for member clubs, information on where to get location and contact
information - provided by the association and put in participants
event/race packages;
- for children and families - information on kids programs -
provided by the association and put in participants event/race
packages;
- provision for the display and distribution of event information
brochures at the BC Athletics booth at event expos;
- a review of the electronic version of the Calendar of Events which
includes the consideration of the idea for a two tiered calendar:
- the first calendar being only those events that are sanctioned
by BC Athletics and other Prov/Terr or Nat'l Athletics
Associations;
- the second calendar - linked from the first calendar, would be
the full calendar of all events, with the highlighting and
bolding as is currently presented;
- a calendar of events listing fee for non sanctioned events;
- a partnership with the divisions of the association to provide
assistance for regional level seminars and/or guest speakers in
conjunction with a sanctioned event in that region.
These value-in-kind benefits will be linked in a progressive format
to provide more to the event as the Day of Event Membership
participation increases and as a result more of the Day of Event
membership revenue is retained by the Club/Event Organizing Committee.
For BC Athletics/Divisions of the value-in-kind benefits to be linked
to the steps in the new Fee Sharing Schedule include and in no
particular order:
- association/division information - in participants event/race
package;
- information on clubs - where to get location and contact
information - in participants event/race package;
- Athletics (the sport) promotional material that is specific to
various parts of the sport e.g. road running - in participants
event/race package;
- information on kids programs - in participants event/race package;
- association division logo on event entry forms/information
packages;
- signage at sanctioned events;
- booth space at event expo and/or the event;
- recognition at some level as a sponsor or supporter of the
sanctioned event;
- designation of Day of Event revenue retained by the club to go to
prize money in the event;
- association/division representative participation in event awards
presentations - as appropriate.
These value-in-kind benefits will be linked in a progressive format
to provide more exposure to BC Athletics/Divisions in the event as the
Day of Event Membership participation increases and as a result less Day
of Event membership revenue per person is returned to BC Athletics.
The materials referenced in the above value-in-kind benefits would be
a responsibility of the association.

SCHOOL PAGE ON THE WEBSITE
BC Athletics has created a "School Page" on the website.
The intention is to get as much school (both Elementary and High School)
related information as possible up on the site in one area for teachers
and school coaches to access. Any clubs putting on events with school
participation should get links to their meet information in as quickly
as possible. The same goes for any clinics or camps that may be geared
towards school athletes. If you have something you feel would be
suitable please forward it to Sam Collier at sam.collier@bcathletics.org.
