New rules set for 2004 by the Dominion Command of the Royal Canadian
Legion limit the number of athletes. The total team size of 40 made up of
25 - 16 & 17 yr olds (Juvenile age group) and 15 - 15 yr olds (2nd yr
Midget age group).
CANADA SUMMER GAMES CAMP RESCHEDULED
After much careful consideration, the Canada Summer Games Development
Camp & Competition, health assessment and educational seminar for this
upcoming weekend (July 16 - 18th) has been postponed to the fall of 2004.
Unfortunately, this is due to conflicting schedules with our local
provincial athletes with competitions from the Canadian Seniors and
Canadian Juniors.
Please note:
The Canada Games Development Camp (Fall 2004) will allow our identified
and potential athletes and coaches to take part in a critical part of the
preparation for the Canada Summer Games. This camp will include topics
such as mental training, program planning, athlete health screening,
nutrition & hydration and strength & conditioning. Furthermore,
this Development Camp will be a critical part in the development,
preparation and selection of the BC Team.

CROSS COUNTRY TRAINING CAMP - WHISTLER, BC
NorWesters and West Vancouver Track and Field Clubs announce the second
annual Whistler Cross Country Training Camp.
When: Friday August 27 - Wednesday September 1, 2004.
Location: Whistler BC.
The 5-day Whistler Cross-country program is designed for high school boys
and girls who want to get a head start on the upcoming cross-country
season. Set in the beautiful valley of Whistler, B.C., the camp will take
advantage of miles of exhilarating mountain trails, get up into the alpine
for the ultimate 'high' and make use of state of the art fitness
facilities and sport training experts at the resort. This camp will be the
ultimate training experience - challenging and fun.

MARATHON TRAINING CLINIC - THE COMOX VALLEY COUNTRY ROADS MARATHON
CLINIC
Darren Skuja of Absolutely Running and BC Road Running (a division of
BC Athletics) have partnered in a Marathon Training Program based out of
Courtenay / Comox. Darren, a long time distance runner and certified
coach, is the leader and designer of the program that has as one of its

PETER OGILVIE - TECHNICAL MANAGER TRACK & FIELD / DIRECTOR POWER
& SPEED
As the new BC Athletics Technical Manager Track and Field and Director
of the Power Speed Event Groups, I would like to introduce myself to you
and take this time to point out some of my visions and goals in this
position, effective immediately. I do believe in sharing this with each
member within BC Athletics as we are all members in an extended track and
field family and we need to make it happen - together.
As a former two-time Canadian Olympian (Barcelona 1992 & Atlanta
1996), I have had the honour of competing in this great sport for over 20
years in British Columbia. I have journeyed through the various
developmental track and field programs here in British Columbia as a J.D.,
Juvenile, Junior and Senior athlete and I have taken part in many
provincial, national and international competitions.
Having an extensive knowledge and understanding in the foundation of
our sport, my immediate goals are to strengthen our sport from within and
promote our sport to those who have not heard our message.
As I do like to have a much-more hands on approach with
customer-service, your patience is needed as I try to manage this program
the best way I can.
Here are just some of the key issues that I'll be working on with your
much needed support and understanding:
- Exposing more young people to the greatest sport in the world -
track & field - by taking steps within our school systems to keep
our athletes in track and field and recruit more into our sport.
- Promote and develop a positive atmosphere incorporating a
recognizable 'Team BC' for all age groups - Juvenile, Junior and
Senior.
- Develop a renewed media presence to help promote our sport to the
province and the world.
- Expanding official education and its program to recruit the next
generation of volunteers and make it rewarding.
- Coaching development is critical. Clubs revolve around coaches.
Therefore we must do everything possible to help coaches coach. We
must identify the coaches and look at ways to reward them with
opportunities and remuneration.
- Work together with existing clubs, committees and boards to develop
a large pool of athletes that will allow our sport to grow in all
areas.
I look forward in working alongside you in helping make this sport
better for the future.

The BC Athletics Team selection criteria and standards and declaration

Special note: BC/Yukon Legion Track & Field Team
The team to the Legion National Track & Field Championships, August
5 to 12/04 in Sudbury, Ontario will be made up of 25 Juvenile age athletes
(ages 16/17 as of Dec 31/04) and 15 - 15 yr. old athletes (15 as of Dec
31/04). This is new for 2004. The maximum team size is 40 athletes.
Unfortunately only athletes named to the team will be eligible to attend
the Legion National Track & Field Championships. The details for team

NEW SUMMER STUDENT AT BC ATHLETICS
BC Athletics is pleased to welcome Kristin Carpenter to our team in the
office this summer. Kristin joins us from the University of British
Columbia where she is enrolled in the Leisure and Sport Management
program, minoring in Commerce. In addition to school, she runs and acts as
the Team Manager for the UBC Cross Country and Track & Field teams,
sits on the UBC Thunderbird Athletes Council, and volunteers with the UBC
Learning Exchange. This summer she will be keeping up the summer Track and
Field rankings and helping with other office duties.

BC ATHLETICS PRIVACY STATEMENT AND PERSONAL INFORMATION PROTECTION
In compliance with the new Provincial Government regulations with
respect to the collection, use, protection and retention of personal
information, the BC Athletics Board of Directors has approved (in
principle) the a privacy and personal information statement. This
statement is available on the BC Athletics website under: www.bcathletics.org/main/privacy.htm
The Board of Directors has asked for the following:
- feedback on the privacy statement;
- the nominating of individuals to sit as a three (3) person Privacy
Committee of the Board together with the staff privacy officer Sam
Collier. The responsibilities of the committee would include assisting
in finalizing the privacy policy and the ongoing review to insure
Continued compliance with Government Legislation.

NEW BC ATHLETICS DAY OF EVENT MEMBERSHIP FEE
BC Athletics Day of Event Membership Fee Sharing - New Schedule -
effective April 1, 2004
The BC Athletics Board of Directors reviewed the Executive committee
proposal and alternative proposals from both Maurice Wilson and Frank
Stebner. The Board wishes to thank these members and others who may have
contributed for their ideas and support on this matter.
The new Day of Event fee sharing schedule is as follows:
- The calculations are based on the number of Day of Event Members
entered in your event. (Those who are not registered annual members
[current] of BC Athletics or another Provincial/Territorial, State or
National Athletics Association.)
- To support this BC Athletics provides to all sanctioned event
organizers, a list of eligible members and an update to that list
prior to the event. For those from another province, territory, state
or national athletics association, they should verify membership with
their valid association membership card. If they are not members of
their provincial, territorial, state or national athletics association
then they can become BC Athletics Day of Event members.
- The new Day of Event Membership Fee sharing schedule is:

- Associated with the new fee schedule is also a scale of
Value-In-Kind Benefits linked to each Step of the new schedule.
The value in-kind or soft benefits component of a new schedule of BC
Athletics Day of Event membership fee sharing would apply and have benefit
for both the Sanctioned Event and BC Athletics/Divisions.
The in-kind benefits to Club/Event Organizing Committee and BC
Athletics (the Divisions of) from sanctioned events are to be linked to
the Day of Event Membership fee retained by the sanctioned event and that
returned to BC Athletics. The guiding principles are:
- that the more retained by the sanctioned event the more the event
can provide to grow their participation and/or quality of their event;
and
- that the more that is retained by the event, the greater the value
in-kind benefits to the association/division within the event.
The following will developed and linked to the steps in the new Fee
Sharing Schedule.
For the sanctioned events the benefits, financial and in-kind benefits
(in addition to the standard benefits already provided) include and in no
particular order:
- an incentive to help grow participation in the event through the
establishment of a new sharing formula for the day of event membership
revenue;
- enabling prize money or enhanced prize money through the retaining
of more day of event membership revenue, based on a new sharing
formula;
- sport promotional information - provided by the association and put
in participants event/race packages;
- for member clubs, information on where to get location and contact
information - provided by the association and put in participants
event/race packages;
- for children and families - information on kids programs - provided
by the association and put in participants event/race packages;
- provision for the display and distribution of event information
brochures at the BC Athletics booth at event expos;
- a review of the electronic version of the Calendar of Events which
includes the consideration of the idea for a two tiered calendar:
- the first calendar being only those events that are sanctioned
by BC Athletics and other Prov/Terr or Nat'l Athletics
Associations;
- the second calendar - linked from the first calendar, would be
the full calendar of all events, with the highlighting and bolding
as is currently presented;
- a calendar of events listing fee for non sanctioned events;
- a partnership with the divisions of the association to provide
assistance for regional level seminars and/or guest speakers in
conjunction with a sanctioned event in that region.
These value-in-kind benefits will be linked in a progressive format to
provide more to the event as the Day of Event Membership participation
increases and as a result more of the Day of Event membership revenue is
retained by the Club/Event Organizing Committee.
For BC Athletics/Divisions of the value-in-kind benefits to be linked
to the steps in the new Fee Sharing Schedule include and in no particular
order:
- association/division information - in participants event/race
package;
- information on clubs - where to get location and contact information
- in participants event/race package;
- Athletics (the sport) promotional material that is specific to
various parts of the sport e.g. road running - in participants
event/race package;
- information on kids programs - in participants event/race package;
- association division logo on event entry forms/information packages;
- signage at sanctioned events;
- booth space at event expo and/or the event;
- recognition at some level as a sponsor or supporter of the
sanctioned event;
- designation of Day of Event revenue retained by the club to go to
prize money in the event;
association/division representative participation in event awards
presentations - as appropriate.
These value-in-kind benefits will be linked in a progressive format to
provide more exposure to BC Athletics/Divisions in the event as the Day of
Event Membership participation increases and as a result less Day of Event
membership revenue per person is returned to BC Athletics.
The materials referenced in the above value-in-kind benefits would be a
responsibility of the association.
