PERCY PERRY 1930 - 2005

It is with great sadness that we advise the membership of Percy Perry's passing at 1:00pm on Wednesday, January 5, 2005.

As a coach, leader and champion of what is right, Percy Perry was a mainstay of Track & Field in Coquitlam and a tireless force in British Columbia. Percy believed deeply in our sport and in those who took part in it. Our thoughts and prayers go out to Norma the Perry Family and to the members of the Coquitlam Cheetahs Track & Field Club. Percy served as the Head Coach of the Coquitlam Cheetahs and was the founder of the Coquitlam Cheetahs Invitational/Jesse Bent Memorial Track & Field Meet.

Percy was a past member of the BC Athletics Board of Directors and the BC Athletics Juvenile, Junior and Senior Track & Field Committee. He was a Host Organizing Committee member and Meet Director for the Track & Field portion of the Coquitlam BC Summer Games. He was honoured by the BC High School Cross Country and Track & Field Commission for his contributions and support to the sport of Track & Field.

Viewing for anyone who wants to say their last good-bye to Percy:

Wed., Jan. 12th between 3:00 and 5:00 at Burquitlam funeral Home, 625 North Road, Coq., 604-936-9987.

The Celebration of Life will take place at 1pm on Thursday, Jan. 13th at the Coquitlam Alliance Church, 2601 Spuraway, Coquitlam (it is at the corner of Spuraway and Mariner which is at the end of Como Lake Road).

This is a "one of a kind" publication in British Columbia and is constantly referred to throughout the year by athletes, coaches, officials and organizers of Athletics, Triathlon and Trail Running events. JANE SWAN AMONG 2005 INDUCTEES IN THE BC SPORTS HALL OF FAME

Jane Swan will be inducted into the BC Sports Hall of Fame in the Builder category on April 28, 2005.
A physical education teacher by profession, she devoted her life to creating opportunities for, and lauding the success of, young athletes involved in track and field. Her legacy remains in the athletes and programs she helped to develop and support.


CANADIAN OLYMPIC COMMITTEE CALLS FOR APPLICATIONS FOR INTERNATIONAL OLYMPIC ACADEMY IN OLYMPIA, GREECE

Toronto, December 9, 2004 - The Canadian Olympic Committee is now accepting applications for participants to attend the International Olympic Academy's (IOA) 45th International Session for Young Participants General Session) in Olympia, Greece. The session will take place July 27 - August 11, 2005.

The aim of the IOA is to create an international cultural centre in Olympia, to preserve and spread the Olympic Spirit, and to study and implement the educational and social principles of Olympism.

The Session for Young Participants is open only to participants between the ages of 20 and 35 at the time of the Session (IOA policy). The main topic is Olympism and the special topic is the Olympic and Paralympic Games of Athens 2004. Candidates must have an understanding of Olympism and demonstrate their active involvement in the Olympic movement. General information on the IOA is available at www.ioa-sessions.org.

Applications must be received at the COC Toronto office by 5:00 p.m. EST, Friday, February 11, 2005. Selections will be made shortly thereafter and the successful candidate(s) will be notified by March 4, 2005.

All expenses will be paid during the course of the IOA, however delegates will be required to provide their own transportation to Toronto or Montreal (the Canadian departure points for Olympic Airways flights to Greece). Delegates will also be responsible for expenses incurred in Athens prior to the official start and after the official end of the Session.

HAMMER HANDLE RULE DEFERRED

IAAF Council Meetings - December 04/05 2004 - Helsinki, Finland
Council agreed to defer the implementation of the rule, due to be introduced January 1, 2005 until at least January 1, 2006, to allow manufacturers to comply with the new requirements.


TRUE GOLD ATHLETICS PROGRAM

BC Athletics is very pleased to announce the formal partnering with some of Vancouver Islands leading Track & Field Coaches in their development of True Gold Athletics - A BC Athletics Regional Development Program. True Gold Athletics is an unaffiliated Vancouver Island Training Group that provides growth and development opportunities for competitive athletes in the Juvenile, Junior and Senior age categories and their personal coaches.

The services provided by True Gold Athletics are aimed at directly helping athletes achieve their competitive goals on the way to realizing their potential in the sport of Track & Field. The following services are provided to athletes registered with the program:

  • Weekly guided training group sessions.
  • Annual training and competition plans.
  • Guidance in delivering weekly training plans.
  • Regular physical testing and monitoring.
  • Video analysis.
  • Competition and travel management outside the Vancouver Island Track & Field Series.
  • Coordination of at least three out-of-province competitions.

KAMLOOPS TRACK & FIELD CLUB COACHING CLINICS

ABORIGINAL SPORT CIRCLE INVITES NOMINATIONS FOR ATHLETE AND COACHING AWARDS

The Aboriginal Sport Circle, Canada's National Voice for Aboriginal Sport and Recreation has recognized Outstanding Male and Female Coaches and Athletes for over four years through the Tom Longboat Awards and National Aboriginal Coaching Awards.

You are invited to nominate outstanding Aboriginal Athletes and Coaches who are making a difference. The awards will be presented in February 2005 in Ottawa. National winners of the awards receive a $500 cash bursary, trophy, medallion & apparel in recognition of their contributions. The deadline for Nominations is January 14, 2005.

BC COMMUNITIES INVITED TO BID TO HOST BC GAMES

The BC Games Society announced today that bids to host the 2008 and 2010 BC Summer and BC Winter Games are now being accepted. Bid packages for BC's largest multi-disciplinary organized competitions were sent to community mayors and regional districts across BC. The deadline for submission of completed bids from potential host communities is February 28, 2005.

"The BC Games are a positive investment in communities," said Kelly Mann, President and CEO of the BC Games Society. "Government, businesses and volunteers come together in the spirit of sport and contribute to an event which generates an economic impact of approximately $1.2 million from the BC Winter Games and $2.2 million from the BC Summer Games."

The City of Port Alberni is the only community in BC to have hosted four BC Games events, including the recent 2004 BC Winter Games. Mayor Ken McRae understands the benefits. "The BC Games created a network volunteers, inspired our young athletes, and contributed to first class facilities. Through the BC Games our community acquired the infrastructure and talent necessary to accomplish great things."

From the local playground to the Olympic and Paralympic podiums, the BC Games are part of the rich fabric of sport and physical activity in BC. "BC's best developing athletes and coaches attend the Games on their path to athletic excellence," said the Honourable John Les, Minster of Small Business and Economic Development and the Minister responsible for amateur sport. "Our goal in this province is to continue to provide the strongest amateur sports system in the country as we prepare for the Vancouver 2010 Olympic and Paralympic Winter Games."

Since 1978, the BC Games Society has staged the BC Summer and BC Winter Games. Over the 26-year history, the Games have been hosted in 37 communities around BC and have involved 100,000 athletes representing every region of the province.

2005 BC ATHLETICS MEMBERSHIP FEES

The 2005 BC Athletics membership fees, as voted on and passed at the 2004 BC Athletics Annual General Meeting, are outlined at the link below. This fee structure came into effect as of October 1, 2004 with any memberships applied for with an application date of October 1st or later applied to the 2005 membership year. 2005 CALENDAR OF EVENTS

BC Athletics is looking for volunteers to take on a division of the annual BC Athletics Calendar of Events. You will be asked to manage and update this year's 2004 and compile event data for the 2005 calendar. An Excel file of the 2004 calendar document will be provided. Divisions available are:

NEW BC ATHLETICS DAY OF EVENT MEMBERSHIP FEE

BC Athletics Day of Event Membership Fee Sharing - New Schedule - effective April 1, 2004

The BC Athletics Board of Directors reviewed the Executive committee proposal and alternative proposals from both Maurice Wilson and Frank Stebner. The Board wishes to thank these members and others who may have contributed for their ideas and support on this matter.

The new Day of Event fee sharing schedule is as follows:

  1. The calculations are based on the number of Day of Event Members entered in your event. (Those who are not registered annual members [current] of BC Athletics or another Provincial/Territorial, State or National Athletics Association.)
  2. To support this BC Athletics provides to all sanctioned event organizers, a list of eligible members and an update to that list prior to the event. For those from another province, territory, state or national athletics association, they should verify membership with their valid association membership card. If they are not members of their provincial, territorial, state or national athletics association then they can become BC Athletics Day of Event members.
  3. The new Day of Event Membership Fee sharing schedule is:

  1. Associated with the new fee schedule is also a scale of Value-In-Kind Benefits linked to each Step of the new schedule.

The value in-kind or soft benefits component of a new schedule of BC Athletics Day of Event membership fee sharing would apply and have benefit for both the Sanctioned Event and BC Athletics/Divisions.

The in-kind benefits to Club/Event Organizing Committee and BC Athletics (the Divisions of) from sanctioned events are to be linked to the Day of Event Membership fee retained by the sanctioned event and that returned to BC Athletics. The guiding principles are:

  1. that the more retained by the sanctioned event the more the event can provide to grow their participation and/or quality of their event; and
  2. that the more that is retained by the event, the greater the value in-kind benefits to the association/division within the event.

The following will developed and linked to the steps in the new Fee Sharing Schedule.

For the sanctioned events the benefits, financial and in-kind benefits (in addition to the standard benefits already provided) include and in no particular order:

  • an incentive to help grow participation in the event through the establishment of a new sharing formula for the day of event membership revenue;
  • enabling prize money or enhanced prize money through the retaining of more day of event membership revenue, based on a new sharing formula;
  • sport promotional information - provided by the association and put in participants event/race packages;
  • for member clubs, information on where to get location and contact information - provided by the association and put in participants event/race packages;
  • for children and families - information on kids programs - provided by the association and put in participants event/race packages;
  • provision for the display and distribution of event information brochures at the BC Athletics booth at event expos;
  • a review of the electronic version of the Calendar of Events which includes the consideration of the idea for a two tiered calendar:
    • the first calendar being only those events that are sanctioned by BC Athletics and other Prov/Terr or Nat'l Athletics Associations;
    • the second calendar - linked from the first calendar, would be the full calendar of all events, with the highlighting and bolding as is currently presented;
  • a calendar of events listing fee for non sanctioned events;
  • a partnership with the divisions of the association to provide assistance for regional level seminars and/or guest speakers in conjunction with a sanctioned event in that region.

These value-in-kind benefits will be linked in a progressive format to provide more to the event as the Day of Event Membership participation increases and as a result more of the Day of Event membership revenue is retained by the Club/Event Organizing Committee.

For BC Athletics/Divisions of the value-in-kind benefits to be linked to the steps in the new Fee Sharing Schedule include and in no particular order:

  • association/division information - in participants event/race package;
  • information on clubs - where to get location and contact information - in participants event/race package;
  • Athletics (the sport) promotional material that is specific to various parts of the sport e.g. road running - in participants event/race package;
  • information on kids programs - in participants event/race package;
  • association division logo on event entry forms/information packages;
  • signage at sanctioned events;
  • booth space at event expo and/or the event;
  • recognition at some level as a sponsor or supporter of the sanctioned event;
  • designation of Day of Event revenue retained by the club to go to prize money in the event;
    association/division representative participation in event awards presentations - as appropriate.

These value-in-kind benefits will be linked in a progressive format to provide more exposure to BC Athletics/Divisions in the event as the Day of Event Membership participation increases and as a result less Day of Event membership revenue per person is returned to BC Athletics.

The materials referenced in the above value-in-kind benefits would be a responsibility of the association.
